Turpion's General Policy on Consortium Licence Agreement

Libraries are increasingly seeking access to electronic journals by means of consortium agreements with publishers. We at Turpion are always ready to enter into such agreements and, while we recognise that each individual agreement will almost certainly reflect circumstances specific to the consortium involved, we thought it would help prospective customers if we were to set out the general principles we follow in such agreements. THE MAIN PRINCIPLES OF THE TURPION OFFER ARE:

  1. Our standard agreement is based upon that for academic consortia drawn up by John Cox and approved by the major subscription agents: http://www.licensingmodels.com

  2. Our agreement applies to electronic journals alone. Prices are based upon electronic access only and maintenance of print subscriptions is not generally required.

  3. The agreement can run for up to three years at a fixed annual subscription fee.

  4. The agreement usually includes access to all electronic journals in the licensed package for the current volume and to full text electronic archive going back to 1997 (46 years of backfiles in 2003).

  5. Libraries in a consortium have access to all electronic journals in the licensed package for all end-users (via IP address authentication) who are affiliated to a member of the consortium.

  6. Permitted use includes interlibrary loan requests and course packs both in print and digital form along with other features listed in our terms and conditions for use of Turpion electronic journals (http://www.turpion.org/licen.html)

  7. The agreement includes a perpetual licence to use the issues of years subscribed to. That licence continues even if the continuing subscription is cancelled.

  8. Usage data statistics can be provided both for individual libraries and for the consortium as a whole.
